Rune poison arrows were often called 'overkill arrows' by the garou in Kuldra's Tower. If the sharp rune metal didn't kill you, then the magical resonance in the arrow would. There was almost no need for the poison on top of that. You had to truly hate someone to make a rune poison arrow.
